Down to WSC, commenting on speech by WSC on Stanley Baldwin, suggesting "not hitting the poor little man too hard" as it would evoke a wave of sympathy which he could "stimulate by platitudinous broadcasts". Also commenting that he could not agree with WSC about the Nazi regime in Germany, expressing admiration for Hitler, Stalin and Mussolini, for creating efficient organisation within their respective countries. Although he did not wish to live under those regimes, they did constitute an organisation, and if the Nazi regime in Germany were destroyed Germany would "go Communist". Also stating his detestation for sanctions "the only sanction with which I have any sympathy is oil, and it would have to be imposed by the united force of a really powerful League of Nations".

Pointing out that these five nations were tje most warlike and heavily armed in the world, that they were arming night and day, and that with the exception of France they were all ruled by dictatorships and inspired by military aims. Suggesting that Lord Hugh should moderate his condemnation, to "put his censures in order of priority" and try to think less severely of the two least likely to endanger Britain's safely. Stating that without the support of at least three of these nations the League of Nations would be unable to help tje small, weak and poorly armed states and peoples [carbon].
