Letter from WSC to Sir Rupert Howorth, Acting Cabinet Secretary, refusing invitation to return official papers in his possession to the Cabinet Office. Stating that his father had left all of his State Papers to his trustees under a deed which provided that no Political or State documents relating to a particular department could be published without the written consent of that department, and that he had executed a similar deed governing the custody and secrecy of his own official papers. Also stating that he had always obtained the permission of the Government before publication, and that he had "no desire to make any change in the practice I hate hitherto pursued".
