Carbon copy of part of a minute from [WSC] to an unidentified correspondent suggesting that [Frederick] Phillips [Principal Assistant Secretary] and [Gilbert] Upcott [Deputy Controller] should be able to prove that it would be more effective to reduce railway freights than to undertake a large loan for Colonial development.
